§ 10.01. Franchises defined.

The word "franchise" as used in this chapter shall be construed to mean any special privileges granted to any person, co-partnership, or corporation, in, over, upon, or under any of the highways or public places of the city, whether such privilege has heretofore been granted by it or the State of Minnesota, or shall hereafter be granted by the city or by the State of Minnesota.
