§ 2.02. Boards, committees, and commissions.

  • The council may by resolution establish, regulate and abolish such committees from within its membership, and for such purposes, as it shall deem necessary or desirable. The council may establish, regulate and abolish such boards and commissions from without its membership, to advise the council with respect to any municipal function or activity, to investigate any subject of interest to the city, or to perform quasi-judicial functions. If the purpose for which such board or commission is established is reasonably anticipated to continue beyond the period during which the initial membership thereof would be expected to serve, then establishment shall be by ordinance, otherwise it may be by resolution.
