§ 2.10. City administrator—appointment and qualifications.

The city council, by an affirmative vote of three (3) of the five (5) council members, shall appoint a city administrator for an indefinite term and fix the administrator's compensation. The city administrator shall be appointed solely on the basis of executive and administrative qualifications.
