§ 3.04. Ordinances, resolutions and motions.

  • Except as in this charter otherwise provided, all legislation dealing with regulations of and within the city, shall be by ordinance. A formal statement or policy of the council shall be presented in written form, identified as a resolution of the council, and acted upon by a vote of the council. All other actions deemed necessary by the council may be initiated by motion of the council members. Motions may be adopted by a simple majority of the members present. The aye and no voted on ordinances, resolutions, and motions shall be recorded unless the vote in unanimous. An affirmative vote of three (3) of the five (5) council members shall be required for the adoption of all ordinances and resolutions, except as otherwise provided in this charter.
