The fire department shall be under the control of the council. The size, composition
(including, but not limited to, a determination as to permanent and volunteer members),
and remuneration, shall all be established by the council, which may be changed from
time to time. The council shall also establish written rules and regulations of the
department, a copy of which shall be distributed to each of its members. Members of
the fire department shall fulfill all job requirements adopted by the council.
