§ 23-2. Obstructions.

No person shall place or deposit any fence or other obstruction upon any street without:
(1)

First having obtained a written permit to do so from the council and then only in compliance in all respects with the terms and conditions of such permit.

(2)

Taking precautionary measures for the protection of the public.
