§ 16-46. Definitions.

  • The following words, terms and phrases, when used in this article, shall have the meanings ascribed to them in this section, except where the context clearly indicates a different meaning:

    Bicycle means every device propelled solely by human power upon which any person may ride, having two (2) tandem wheels except scooters and similar devices and including any device generally recognized as a bicycle though equipped with two (2) front or rear wheels.

    Driver means every person who drives or is in actual physical control of the vehicle.

    Human-powered vehicle means every vehicle designed to be moved solely by human power.

    License plate means a tag, plate, seal, or other device which can be securely attached to a bicycle and is used upon registration of the bicycle.

    Recreational conveyances means a nonmotorized, mechanical vehicle or device to transport a rider or riders, which is not necessitated by physical disability of the rider and includes, but is not limited to, roller skates, skateboards, roller blades, scooters and coasters. "Recreational conveyance" as used in section 16-61 does not include bicycles.

    Vehicle means every device in, upon, or by which any person or property is or may be transported or drawn upon a highway, excepting devices used exclusively upon stationary rails or tracks.
