§ 2-236. General authority of council.

  • The council shall have the power to change any rule or regulation of any board, commission, or citizen advisory committee, or any appointment, or any rates or changes, or any item in the budget, and shall have full and complete power over every detail of the operation of any board, commission, or citizen advisory committee. The council shall not exercise such power until after ten (10) days' notice in writing shall have been given to the board, commission, or citizen advisory committee, specifying the particulars in detail in which the council intends to exercise such power, and a public hearing given thereon.
