§ 4-26. Owner responsibility for food, water and shelter.

It is unlawful for any owner to fail to provide their dog or cat with sufficient wholesome food and water, clean and sanitary shelter and protection from the weather, veterinary care when needed to prevent suffering and with humane care and treatment.
